The USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Project in Ghana is looking for a Procurement Specialist to join its team. Key Responsibilities of the Procurement Specialist:
- Vendor Management:
- Oversee and regularly update the vendor database to ensure a transparent, competitive procurement process.
- Build and maintain relationships with local vendors and service providers to enhance understanding of PSM’s procurement systems and requirements.
- Procurement Documentation:
- Draft procurement documents including negotiation memoranda, selection memos, and more, ensuring all necessary paperwork is on file.
- Provide coaching and mentoring to colleagues in drafting procurement documentation.
- Procurement Coordination:
- Manage procurement processes to align with programmatic needs, ensuring compliance with USAID’s solicitation and review procedures.
- Maintain an up-to-date procurement tracker that meets USAID’s reporting standards.
- Audit and Compliance:
- Regularly audit procurement files for compliance with Chemonics’ documentation standards.
- Ensure that all project staff adhere to procurement regulations and maintain accurate records.
- Vendor Communication:
- Work directly with local vendors to obtain quotations and initiate procurement for requested commodities and services.
- Monitor contracts and purchase orders, following up to ensure compliance with terms and conditions.
- Inventory and Reporting:
- Maintain the project’s inventory and tracking system, providing status reports and summaries as requested.
- Assist in developing procurement-related documentation and providing training to project staff.
Qualifications and Experience:
- A Bachelor’s degree in business administration, international development, or a related field.
- At least 5 years of experience in procurement and inventory management.
- Previous experience working on USAID or donor-funded projects is preferred.
- Strong understanding of USAID regulations and U.S. government compliance standards.
- Proficiency in English (both written and spoken).
Location: This position is based in Accra, Ghana, with occasional travel within the country.
