
Global Affairs Canada, through the High Commission of Canada in Ghana, is seeking a highly qualified Blended Finance (BF) Specialist to provide expert analysis and technical advice on innovative finance planning and management. The role will focus on ensuring the sustainability of the Modernising Agriculture in Ghana Programme (MAG) and may extend to climate finance initiatives supporting agricultural adaptation to climate change.
Key Responsibilities
- Provide technical advisory services on blended finance for Ghana’s development programs, specifically in agriculture and climate-smart initiatives.
- Identify blended financing opportunities to enhance adaptation to climate change within the agricultural sector.
- Offer technical support to the Ministry of Food and Agriculture (MOFA) under the MAG program as required.
- Contribute to the monitoring and evaluation of international development projects involving blended finance.
- Support government-donor coordination on impact investment, including project planning, budgeting, and monitoring.
Qualifications & Experience Required
- Master’s degree from a recognized post-secondary institution.
- Proven experience in monitoring or evaluating blended finance projects related to international development.
- Relevant work experience in Ghana, Sub-Saharan Africa, or an ODA-eligible country.
- Expertise in advising bilateral or multilateral institutions on blended finance.
- Strong knowledge of the Government of Ghana’s agriculture and agribusiness sectors.
- Experience in working with government and donors on impact investment, project planning, and financial monitoring.
- Excellent English writing and presentation skills.
