
STAR-Ghana Foundation is seeking a highly qualified consultant to conduct a baseline study for Phase II of the Building Resilience Against Violent Extremism (BRAVE) project. This study will establish key benchmarks to measure project progress in strengthening community resilience against violent extremism in Ghana’s Upper West and Upper East regions.

Project Background
STAR-Ghana Foundation promotes active citizenship, transparency, and accountability in Ghana. In response to the rising threats of violent extremism, the BRAVE Phase I project was launched in 2023 to support three border communities affected by an influx of displaced persons from Burkina Faso.
Building on lessons learned, BRAVE Phase II will expand support to ten (10) vulnerable border communities to:
✔️ Enhance economic resilience through livelihood skills and market access
✔️ Increase awareness of Preventing Violent Extremism (PVE) and digital literacy
✔️ Strengthen social cohesion and decision-making participation for marginalized groups
Project Outcomes & Focus Areas
Outcome 1: Economic Empowerment
- Training youth, women, and refugees in livelihood skills
- Supporting access to market opportunities & certification
- Strengthening Village Savings and Loan Associations (VSLAs)
Outcome 2: Awareness & Digital Literacy
- Community sensitization on violent extremism risks
- Training youth on digital literacy & misinformation prevention
- Establishing fact-checking mechanisms and digital clubs
Outcome 3: Social Cohesion & Inclusion
- Organizing peer-to-peer initiatives on social unity
- Training community peacebrokers
- Holding dialogues to strengthen trust & cooperation
Consultant Role & Responsibilities
The selected consultant will conduct a baseline assessment to:
📌 Establish a benchmark for project indicators
📌 Assess vulnerabilities in target communities
📌 Provide data-driven insights to guide project implementation
Scope of Work
The study will use a mixed-method approach, including:
✔️ Desk Review: Literature review of relevant reports & policies
✔️ Stakeholder Engagement: Key Informant Interviews (KIIs) & Focus Group Discussions (FGDs)
✔️ Field Data Collection: Surveys across all 10 project communities
Key Deliverables & Timeline (20 Days)
- Day 1: Inception meeting & methodology finalization
- Days 2-3: Desk review & drafting data collection tools
- Days 4-13: Fieldwork across selected communities
- Days 14-16: Compilation & analysis of findings
- Day 17: Presentation of draft findings to STAR-Ghana
- Days 18-20: Submission of final evaluation report
Qualifications & Experience Required
🎓 Master’s degree in a relevant field (Research, Peacebuilding, Conflict Resolution, etc.)
📊 Expertise in quantitative & qualitative research methodologies
📌 Demonstrated experience in conducting evaluations on violent extremism, peacebuilding, or social cohesion
📡 Familiarity with electronic data collection tools (e.g., KoboToolbox)
🌍 Experience in Ghana’s Upper West & Upper East regions (language skills a plus!)
📝 Strong analytical, writing, and communication skills
