Study in Romania: With a Fully Funded Government Scholarship

The Romanian Government, through its Ministry of Foreign Affairs, has announced the Romania Government Scholarship 2025 for non-European Union (EU) students. This fully funded scholarship provides an exceptional opportunity for international students to pursue undergraduate, master’s, and PhD programs in accredited universities across Romania.

Available Programs

Applicants can choose from various academic disciplines, excluding Medicine, Dental Medicine, and Pharmacy. The scholarship includes:

  • Bachelor’s Programs (3-6 years) – Taught in Romanian, with a preparatory year for non-Romanian speakers.
  • Master’s Programs (1-2 years) – Taught in Romanian, with a preparatory year if needed.
  • PhD Programs (3-5 years) – Available in Romanian or other languages, depending on university policies.

Students unfamiliar with Romanian must complete a one-year preparatory course before commencing their studies, except for PhD candidates who opt for programs in English or other languages.


Eligibility Requirements

To qualify, applicants must:

  • Be non-EU citizens.
  • Have a minimum academic performance of 7/10 (or an equivalent “Good” rating).
  • Submit a complete application with all necessary documents.
  • Meet specific requirements set by their chosen university.
  • Not hold Romanian citizenship, asylum, or other protected status in Romania.
  • Not be family members of diplomatic staff accredited in Romania.

To apply, candidates must submit the following documents translated into English, French, Spanish, or Romanian:

  • Academic certificates and transcripts.
  • Birth certificate.
  • Passport or national identification card.
  • Curriculum Vitae (CV) in French or English.
  • PhD applicants must provide a Letter of Intent with research details and an acceptance letter from a doctoral advisor.

  • Monthly stipends:
    • €65 for Bachelor’s students.
    • €75 for Master’s students.
    • €85 for PhD students.
  • Dormitory accommodation subsidy (subject to availability).

  • Free access to public transport under the same conditions as Romanian students.
